A full-page announcement in a free publication on Saturday, under the headline Hearts for Orange Gone, stated the campaign had not been supported by council.
The publication's publisher and business owner Bob Holland said: "Council is reluctant to support us financially or otherwise.
"Council is not convinced our efforts so far have achieved anything," he said.
"We gave it our best shot but without support from council and others it's pointless continuing."
Newly-appointed head of the Orange Ratepayers and Residents Association Amanda Spalding, in her role as executive officer of Hearts for Orange, asked council to approve the request at its February 16 meeting.
