Samuel Anthony Weeks, 23, of Crinoline Street, had been out celebrating when police saw him urinating on the footpath leading to the war memorial at 10.50pm on November 20.
According to information supplied to the court, the Robertson Park toilets were open less than 100 metres away.
Police said Weeks was heavily intoxicated and they saw him trip over when he returned to his friends.
The police gave him a move on direction, however 10 minutes later they found him outside the Lord Anson Hotel.
Police called out to him and he ran across the road and through the front entrance of the Metropolitan Hotel. Police tackled him when he came out the back entrance and arrested him. When he was asked why he ran he said his friends told him to.
While in custody, Weeks appeared to get upset when he was shown CCTV footage of himself urinating at the base or the flag poles for the Australian and Aboriginal flags at the war memorial.
Solicitor Tom Joseph said Weeks was well aware of the seriousness of the charges, he pleaded guilty at the first opportunity, and he apologised.
"He wasn't acting in a malicious or a dangerous way," Mr Joseph said.
Mr Day said Weeks had no prior criminal history.
However, he convicted the 23-year-old and put him on a six-month community release order for the offensive behaviour.
Mr Day said Weeks was a young man, was highly regarded by his referees, and he has a trade.
However, he said the fact the offence was committed when Weeks was intoxicated was not an excuse and he should be convicted for the offensive behaviour.
