Although the council is resuming its recruitment after taking a break, LiveBetter People and Culture executive general manager Nerissa Marat said it has not stopped, although it was more challenging to fill senior positions.
"We always continued recruiting, we are always looking for support workers," Mrs Marat said.
"LiveBetter is growing and community services is a growth [industry] as well, we have a large footprint of clients."

Orange City Council CEO David Waddell said it had a workforce of more than 550 employees and 11 jobs were advertised on Thursday.
Mr Waddell said the council workforce included labourers, childcare workers, engineers, community support workers, gardeners and surveyors in a range of part-time jobs, full-time jobs and casual positions.
"Some of these positions, particularly casual positions, have periodic turn-overs, which tend to happen at the end of the year as people move on to university, or travel, or move interstate," he said.
"This means we generally have a higher number of positions available at the start of each year.
"Council also does not actively recruit during the last month of the year as people often have other things on their minds, are going on holiday and are usually finalising their career decisions and movements at the end of each year."
He said when the COVID-19 pandemic hit the council made a commitment to keep all its employees in a job and this commitment still stands.
"Many staff who were in community services, which were unable to be offered during the height of the pandemic in Australia, were redeployed to other areas.
"For example some Orange Civic Theatre staff were redeployed to deliver Meals on Wheels to the vulnerable in our community.
"Whilst unfortunate, the COVID situation also allowed deep cleans and long needed maintenance to be carried out on our closed facilities which kept people busy."
