A child care centre with 61 places for children is set to be refused planning approval on grounds it is too big a development for the Orange site proposed.

Orange City Council has been recommended to refuse the application for the centre on Kearneys Drive on several grounds.
They include insufficient onsite car parking, having adverse noise impacts on neighbours, adverse landscape impacts, is not consistent with the neighbourhood character and is not in the public interest.
It was proposed the existing house, carport and two sheds would be demolished and replaced by a child care centre covering 410 square metres.
The centre would have an entry foyer with reception area, office and staff room, three age group-specific playrooms with bathrooms, stores and sleeping rooms, kitchen, laundry and store rooms and waste storage.
A staff report to Tuesday night's council meeting said the development proposed was too much for the site. "It is considered that the impacts of the proposed centre-based child care facility will exceed acceptable limits, as they relate to car parking demands, neighbourhood and landscape character and the acoustic environment," it said.
"The identified impacts cannot be mitigated via consent conditions. The proposed development will extend the site beyond its capacity. Refusal of the application is recommended."
Council also refused a child care centre in Turner Crescent several years ago stating it was overdevelopment of the site. The proponent took it to the Land and Environment Court but it ruled the development was too intense for the site.
The staff report said that finding was relevant in the current DA refusal.
