However, Cr Tony Mileto has called for more information about the funding leading to council deferring its decision this week.
It comes as work on re-sealing the club's main car park, paid by club money, is continuing and work on re-building a grandstand damaged by fire a year ago, covered by insurance money, is virtually finished.
Waratah club president Darren Sinclair said the club went to council first with its loan request as it previously done so for a lighting project about 20 years ago.
"In previous years we have gone to council for loans," he said. "We need more amenities up there. Our toilets aren't capable of handling [the demand]. We just thought we'd apply there first."
The loan proposal is over five years which a council staff report recommending it said would be at 1.5 per cent interest.
Mr Sinclair said there was growing demand for the sporting facilities including holding a state junior touch football carnival in 2021.
He said the grandstand had gained seats from the refurbished Wade Park grandstand and now had about 33 per cent more seats than before the fire.
Mr Sinclair said re-sealing the car park had cost the club about $60,000.
Cr Mileto said he had concerns including whether the club had sought the money from other sources.
"Has council enough surplus money to find a cheaper loan for a commercial entity operating poker machines?" he said.
He said there had been "issues" with council loans to other groups.
