Orange City councillor Scott Munro has proposed the event would feature local artists with tickets costing about $25-$30 per family.
Cr Munro said he had spoken to the Orange Conservatorium of Music about providing the entertainment.
"They've been itching to do something," he said.
He said a male voice choir and school bands could also be asked to perform.

Cr Munro said local wineries should able to sell wine to patrons on entry.
He said the ground could be marked out to ensure social distancing.
"Spray paint and mark the three metre by two metre triangle where families can sit on a blanket," he said.
Cr Munro put his proposal to the latest Orange City Council meeting where it was agreed staff would examine the proposal and how it could become reality
"It is a great area to be able to do this," he said.
"It could be a great little fundraiser for the Botanic Gardens. It will open up opportunities for culture, for our musical performers coming out of COVID later this year.
"No one's been going out, no one's being able to perform."
Cr Munro said it was proposed the event would run when COVID-19 regulations were eased.
Cr Stephen Nugent backed the move.
"I think back to when we had the concerts in the park on Friday evenings for a number of years, they were great events," he said.
"If we're looking at something similar to that I'm happy to support that."
Cr Joanne McRae suggested council provide funding for local event organisers to run the event.
"There are so many businesses who are event managers, event promoters, event organisers who haven't been able to do their work and basically earn their income during this time," she said.
"I'm not just sure whether it's something council should be [organising] at this time," she said.
However, Cr Munro said that would not be necessary as any profits should go back to the community and not to private companies. "Where's the profit to the ratepayers?" he said.
The state government announced this week a relaxation of social distancing rules for outdoor events that could see up to 500 people allowed for musical performances.
