Organisers are proposing to serve guests canapes in Cook Park before heading to tables in the centre of Sampson Street for the three-course lunch.
It is planned Sampson Street, between Summer and Byng streets, would be closed for about six hours for the event.
The tables would be set up toward the Summer Street end of Sampson Street.
The lunch would help celebrate 30 years since FOOD Week started in Orange.
Orange City Council agreed to support the event and the street closure at its meeting on Tuesday night.
FOOD Week activities were cancelled this year due to the COVID-19 pandemic.
In a letter to affected residents FOOD Week organisers said the event would highlight food and wine from Orange.
"FOOD Week and Orange City Council will work together to ensure all the risk and relevant traffic management is in place to protect the safety of the guests and the residents," it said.
COMEDY EVENT
Meanwhile the council has also approved a comedy day, Grapes of Mirth, being run at the Orange Showground on Saturday, December 5.
It would be the first major public event in Orange since the COVID-19 lockdown.
The event, and how many people will be allowed to attend, will be subject to the pandemic social distancing rules in place at the time.
It has previously been held at the Nashdale Lane winery.
Comedians from NSW and Queensland will perform as part of the six-hour afternoon event that will also promote local food and wine.
A report to council said the event organiser had submitted a comprehensive COVID safety plan. "If there are changes to restrictions, the event organisers will determine the viability of the event in early November and make announcements to follow restriction advice," the report said.
HALLOWEEN
Council has also agreed to provide $2000 to assist organisers of a pop-up Halloween movie night in the McNamara Street car park.
The event, known as Blood Orange, will be on Saturday October 31 with the screening of a PG-rated horror film.
Organisers, Open Air Orange, are also planning events over three days for Valentine's Day next February.
