On Tuesday night council deferred a decision on rezoning to allow for a supermarket and shops at the Forest Road site.
It follows calls by business people to stop the proposal as it would impact the CBD business area.
Meanwhile council has approved a voluntary planning agreement with local landowners to recoup costs to build a horse and rider underpass from their properties to the Towac Park racecourse under the Southern Feeder Road.
And it approved an environmental assessment report for stage four of the SFR from Anson Street to Pinnacle Road.
Council has also agreed to donate money used to fund catering after council meetings to several charities.
And it agreed to plan for the introduction of public information sessions during the exhibition periods of key projects.
