Charles Sturt University's Clinical Skills Education Centre will be built on the first floor of the six-storey complex opposite Orange Hospital.
It will complement the Academic and Research Hub and medical education facilities under construction at CSU's Orange campus.
The $22 million works program for both sites is set to be completed in time for the first cohort of 37 medical students to start the joint CSU/Western Sydney University Joint Program in Medicine next February.
Dean of the School of Rural Medicine Professor Lesley Forster said the fitout at Bloomfield was due to be completed early next year.
"This facility will provide state-of-the-art clinical and learning facilities that will greatly improve medical education at Charles Sturt University and benefit Orange Health Service and its staff," she said.
Professor Forster said the Bloomfield site would give students training in the heart of Orange's health precinct.
Orange mayor Reg Kidd said the facility would boost doctor training in the region.
"There's long-standing research that talks about medicos being more likely to stay and work in the regions if they've trained in the regions. Charles Sturt University is putting that understanding into practice by opening this new training facility," he said.
"Orange City Council is working on getting NSW Government assistance to create a new Health and Innovation precinct around the Bloomfield campus. There are already many strengths to be built on and this new training space will be one more."
