A routine engineer's report found additional support for the awning was needed to ensure it was in line with current building standards.
Orange City Council spokesperson Allan Reeder said the scaffolding would support the weight of the awning until a solution is found.
"While the awning would have measured up to building standards when it was originally constructed, the installation of posts will ensure the structure is in line with today's building standards," he said.
"It's important that the owner, agent and council are all cooperating together to get the best result for the community."
Mr Reeder said discussions between council staff, the owner's engineer and council's independent heritage advisor have commenced about the next step forward.
"Council provides access to this heritage expertise at no charge," Mr Reeder said.
"It's unlikely that the Strand Theatre originally had supporting posts at the front of the building.
"The installation of new posts to hold up the awning is looking like the best way forward."
Chris Gryllis Real Estate principal Chris Gryllis, who manages the heritage-listed Strand Theatre building, welcomed the precautionary measures.
"We have identified the issue and we're working with council to find the best solution," Mr Gryllis said.
"As this property is heritage listed, we have to abide by the rules and regulations for the safety of the building."
Mr Gryllis confirmed while the building is safe, all involved want to make it safer.
"We don't know how long the scaffolding will be in place at the front of the building," he said.
"Once we know how we can fix the issue, it is in our best interest to work on it as soon as possible."
The Salvation Army Family Store is the current tenant in the building and store manager Col Barnes has put up extra signage to let people know they are still open for business.
"People thought we were closed for a period of time and that's why I put up the signage," he said.
"We are still open for business as usual and accepting donations on Mondays to Fridays between 10am to 2pm."
