Cr Jason Hamling told Orange City Council this week players from a Sydney team had to brave the wet conditions at the ground earlier this month.
He said he was surprised covered shelters had been provided at the lesser grounds at Jack Brabham Park but not at the main field.
"I noticed that all the fields have shelters around them for the inclement weather except for the main field [where] we had visiting teams from Sydney," he said.
Cr Hamling said there were seats and no cover.
"They needed it, they were sitting out in the rain, the reserves.
"I do think when we have visiting teams up from Sydney they've seen shelters all around them why isn't it on the main fields.
"Why are there seats there but no shelters over them?
"Can we put them up by this Saturday?"
Cr Tony Mileto, who is also the Orange and District Football Association president, said the Sydney team had indicated they were not happy with the lack of cover.
Staff said the main field had not been included in previous developments approved for the park.
It is likely the project will come up in a quarterly budget review.
In other matters before the council meeting it was revealed there had been no code of conduct complaints made against councillors or the chief executive officer from April-June.
Council resolved back in 2018 to receive quarterly reports on code of conduct complaints.
The meeting was also given an update on major works happening around Orange by council staff.
Projects under construction included demolishing and rebuilding the ablutions block and renovating buildings at the Lake Canobolas Scout Camp.
At Wade Park work is nearing completion on the Cricket Centre of Excellence.
Painting the grandstand and replacing all the seats in the stand is also listed as being under construction.
At the Botanic Gardens work is underway to fix pavers at the church and paint and re-fibre glass the Rhino in the adventure playground.
At Jack Brabham Park geotechnical work and contamination assessment work is underway for the $25 million sporting complex.
Meanwhile at Orange Regional Airport WiFi installation is complete and work on the car park and an awning is at the design and procurement stage.
