Council also approved plans for a $3.5 million extension to the Orange Regional Gallery at its meeting on Tuesday night.
The factory will operate 24/7, except for public holidays, with three shifts, each with about 17 workers, to manufacture aluminium products for a range of industries.
The art gallery extension will provide extra gallery and storage space and create a 75-seat theatre for lectures, talks and exhibition opening events.
However, the council has deferred a request by the Orange Wine Festival for funding.
It voted to put back a decision on the funding until September 15 due to coronavirus-related concerns by councillors about whether the event would go ahead.
Festival organisers had sought $20,000 funding but council staff said it was double the council limit and had recommended $10,000 be provided.
The festival is due to start on October 2. All the festival's large events have already had to be cancelled to meet COVID-19 rules.
