Scott Michael McDonald, 32, of Pindari Place, was also found to be in possession of 0.09 grams of methamphetamine when police searched his bags at 2.15am on April 6, 2020.
When police stopped him and said they would search his bags he said he had a tomahawk then removed the axe from his bag and placed it on a bench but did not say why he was carrying it around.
Magistrate David Day said the amount of methamphetamine was "minuscule" and he fined McDonald $110 each for the two offences.
He was also fined $55 after police found him in possession of a knife in the McDonald's car park at Lithgow on June 1.
McDonald was a passenger in the car when it attracted police attention at 7.25pm.
Police searched him when the car stopped after seeing a the 25 centimetre long knife, which was folded in half and hidden under his leg.
Police arrested McDonald because he was also subject to a 7pm curfew at the time.
