Council staff had placed the bins on Sampson Street for collection.
However, when early morning walkers arrived at the park on Tuesday they were greeted by all the rubbish.
Fast food wrappers, coffee cups, bottles and other rubbish were spread along the footpath, nature strip and out onto the road.
There was more mess from knocked over bins on the corner of Summer and Sampson streets.
A nearby resident who did not want to be named for fear of being targeted said it was a "disgrace" to see all the rubbish near Cook Park.
"With all that's going on in the world people don't need to have to put up with this," she said.
She said it was difficult to walk along the footpath because of all the rubbish strewn across it.
In an unrelated incident in Bathurst vandals broke into a hockey centre and littered the playing fields with toilet paper, left human excrement on the turf and destroyed COVID-19 social distancing bunting.
Officials found the mess on Sunday morning.
Hockey complex manager Melissa Bestwick said she "felt like crying" when she arrived. She said it was a blow for volunteer workers at the complex.
