Central West Performing Arts, currently based in the Orange Arcade, has a development application before Orange City Council to take over an unused floor in the building.

Council staff have recommended council approve the development at its meeting next Tuesday.

CWPA principal Marie Cubitt said she hoped the move would be straightforward.

"Hopefully with all going to plan it would be at the beginning of September," she said.

Mrs Cubitt said the new premises would be better than the CWPA's existing home.

"I'm looking to move," she said.

"It's nicer, it's brand new."

Mrs Cubitt said the major work involved installing the appropriate floor for dancers.

The studio would be above the Canton Chinese Restaurant.

She said the CWPA was following social distancing, sanitising and cleaning of equipment measures in line with coronavirus rules.

The facility would require six extra car parking spots, but because there is no more room on the premises, a fee of $44,661 would be levied on the applicant.

However the council report said the applicant had sought for the fee to be waived which had been recommended.

"The requirement for a contribution in this case is considered unreasonable," the report said.

"Council's records show that council has consented to other dance studios/gymnasiums in and around the city where onsite car parking provision has departed from the [planning] requirements and a contribution was not sought on the basis of conditions being included which restricted the hours of operation and student/patrons numbers and the like."

It said the applicant had stated most of the students would arrive via a school bus or be dropped off by parents, reducing the need for car spaces.

The report said the restaurant would continue to operate on the ground floor.

"The dance studio is to be located on the first floor of the existing building, replacing a space which was originally intended for further restaurant dining by the ground floor premises," it said.

"The ground floor is to remain a restaurant. The dance studio will be accessed through the shared foyer on the ground floor.

The hours of operation are to be from 3.30pm-8.30pm Monday- Friday and from 9am-3pm on Saturdays.

It said there there would be three staff instructing 80 students.

However only five to 15 students would be on the premises at one time.
