The clinic would offer specialist services including acupuncture, spinal and chiropractic treatment.
It is proposed the centre would have parking for six cars and be open from 8.30am-6pm six days a week.
The site is on the southern side of Bathurst Road near Cox Avenue and is adjacent to other houses but backs onto the Orange Pre-School Moad Street.
The traffic levels in this part of Bathurst Road are estimated at over 8000 cars per day.
- Report in development application
The development application said three practitioners would operate at the premises.
"While the submitted plan shows four consulting rooms, it is intended the each professional will have two rooms each, providing the opportunity to have interviews and consultation in one room whilst another client is treated in another room for say acupuncture or massage," it said.
"The other treatment room may be sublet to a qualified massage therapist or other complementary treatment practitioner.
"The acupuncture room requires patients to be left for periods of say half an hour therefore the owner-operator needs two rooms to operate efficiently."
The garage on the property is proposed to be used as a rehabilitation room.
It said the development was unlikely to create traffic problems on Bathurst Road.
The DA states the allocation of six parking spaces complies with planning rules. It said there would also be room for on-street parking on Bathurst Road.
"Acupuncture and physiotherapy medicine presents a low turnover of patients in a day compared to say a GP," it said.
"It is likely that two to three staff or consultants will park on site with minimal traffic movement apart from starting and ending work."
It said clients would be booked for 45-minute consultations.
"The level of traffic generated by the proposal of approximately two to three cars per hour is very minor in the context of surrounding development and traffic levels," it said.
"The traffic levels in this part of Bathurst Road are estimated at over 8000 cars per day therefore [we] consider the cumulative impact to be marginal."
The DA is currently on public exhibition at the council.
