Blacktown ranked highest, with 808 mothers giving birth in 2019, followed by other metropolitan suburbs Auburn, Sydney itself, Merrylands and Bankstown in the top five.
But Newcastle and Wollongong were nowhere to be seen - instead, Dubbo took fifth position with 569 babies, followed by Liverpool and Parramatta.
Orange was in ninth position, with 545 mothers giving birth.
The NSW Registry of Births Deaths and Marriages compiled the data based on the mother's place of residence at the time of giving birth.
Orange mother Olivia Lennard, 22, gave birth to baby girl Skylah seven weeks ago, and was surprised Orange ranked so highly.
"I would have thought Tamworth or Wollongong or Shellharbour would still be more," she said.
Born in Orange herself, Miss Lennard said many women her age were having children.
"A lot of people are having kids younger because they want to grow up with them," she said.
Miss Lennard said she wanted to raise her family in Orange because her parents were close by and her partner held a stable job.
But the first-time mother said she had little experience of what the lifestyle of raising a child in Orange truly meant because she had barely left the house since Skylah's birth due to coronavirus risks.
"I haven't been down the street since she was born, I refuse to take her," she said.
The top five have changed very little in the past nine years.
Orange has featured in the top 10 every year since 2011 where it ranked fifth in the state.
Orange Health Service general manager Catherine Nowlan said population growth was happening for a number of reasons.

"Given the notable births in our community it is very appropriate to acknowledge our midwifery and obstetric consultant team," she said.
The service provided at Orange Hospital to pregnant women and then to new mothers and baby or babies is exemplary and obviously very busy."
Parents have 60 days to register their newborn following birth.
