Member for Orange Philip Donato handed Mrs Watt the award on Monday at an event in Cumnock.
"Since marrying into the Cumnock district 34 years ago, Rhonda has been actively involved in her community," Mr Donato said.
"What spare time Rhonda has from her family farm and business, she gives to her community."
The P&C president and RFS brigade member coordinated the show society lunch for 20 years and was a key member of the village beautification committee who instigated the painting of the power poles in the main street, and was involved in refurbishing Cumnock's recreational area.
She has also helped coordinate fodder drops and distribute vouchers to farmers in need who have suffered impact of drought.
After becoming Secretary of the Progress Association 10 years ago, Mrs Watt coordinated numerous projects including Australia Day celebrations, Daroo Award dinners, Molong Players' suppers, 'Zoo 2 Zoo' breakfasts and upgrading the showground facilities.
"Rhonda's passion, energy and community spirit is second to none. I'd like to thank Rhonda for her inspiring contribution, which is appreciated by the entire community," Mr Donato said.
