Councillors voted to approve the development application that will see grilled chicken chain Oporto and another fast food restaurant included in the development on the corner of Leeds Parade and the Northern Distributor Road.
The developer is Jasbe Petroleum. The company website said it had developed 44 BP service stations across Victoria and NSW since 1992 aligning with fast food chains including McDonalds, KFC, Subway, Hungry Jacks and Red Rooster.
It said it had introduced the Coffeetime brand in 2001 which operated at about 25 of its locations.
Jasbe Petroleum already operates BP service stations at Canowindra and Lithgow.
Cr Kidd said council staff were in discussions with the developers and John Holland Rail, which administers the adjacent Orange-Dubbo rail corridor about the development.
"I suspect it is very, very close to starting work," he said.
Cr Kidd said the project would provide jobs and open up the farming land site.
"It's just a vacant block with a few trees on it," he said.
Cr Kidd said it would also provide a place for truck drivers to park and rest.
"This is the opportunity for a good truck stop," he said.
"Trucks are limited in how they can go without having a stop. We will be in an ideal position.
"There has been a push for years that there is nowhere for trucks to pull off and have a breather."
At Tuesday night's council meeting at the Bowen Public School hall Cr Kevin Duffy raised concerns about traffic flows with large trucks entering the site.
However, technical services director Ian Greenham said the trucks would have already slowed as they would just be leaving the adjacent roundabout.
Several other councillors said it would be a boost for the local economy.
