Central West Police District chief inspector Dave Harvey said it was a domestic violence-related incident.
Chief Inspector Harvey said the pair were in a hotel on Summer Street in the early hours of Saturday.
"A verbal altercation took place. It is alleged the accused bit the victim's chin area causing a large laceration which caused a large amount of bleeding," he said.
Chief Inspector Harvey said hotel security intervened and the pair left before the victim was taken to hospital where police interviewed her.
He said police arrested a man, 30, of Lucknow on Saturday night and he was charged with reckless wounding.
Chief Inspector Harvey said police refused the man bail and he was to appear in Dubbo Local Court via a video link.
In a separate incident a woman who was attending the Cinema Under the Stars event at the Botanic Gardens on Friday night returned to her vehicle to find two tyres had been slashed.
Chief Inspector Harvey said the blue Ford Territory car was damaged between 7.30pm and 9.30pm.
In another incident a Holden Colarado car was stolen from the driveway of a house in Sirius Close between 10.30pm on Friday and 5am on Saturday.
Chief Inspector Harvey said a 15-year-old boy was arrested over the offence.
He said the boy was eligible for a caution under the Young Offenders Act.
And police were busy across the Central West on the weekend conducting a major drink driving crackdown as part of a statewide operation.
Chief Inspector Harvey said about 500 breath tests and 50 random drug tests were conducted.
He said two motorists had been charged for drink driving while a further two revealed positive drug tests.
Chief Inspector Harvey said "several tickets" had also been issued for traffic matters.
"Overall police are happy with the behaviour of the [public]. These operations will be ongoing throughout 2020. It shows that all police vehicles are out in the community with the aim of reducing road trauma," he said.
