Construction on the $195,000 toilets will begin in the first half of January after the tender was awarded to builders Renascent Regional.
The building, to be located near the CWA Hall, will contain three separate toilet cubicles, including an accessible toilet equipped with a change table.
It will be constructed next to the pathway that runs through the middle of Robertson Park.
The toilet is designed to complement the heritage features of the park, constructed from bricks in a similar colour to those of the CWA Hall and a paved pergola entrance at the front of the building will face the hall.
External CCTV will be installed to monitor the area of the park surrounding the toilets, while the area will be planted out once drought conditions improve.
Automatic entry doors will be set to open during daylight hours only, except for when night events are held in the park.
Discussions first started on a toilet in 2001 and has been in the planning since 2011, but concerns on various locations and designs proposed delayed the project repeatedly.
Orange mayor Reg Kidd said he was looking forward to seeing the finished product.
"[It] will not only service the community, but also suit the heritage-listed park," he said.
Councillor Glenn Taylor, who lobbied for the toilet for the past 18 years, said he was pleased the toilet would be in place for Anzac Day.
"This project has been high on my priority list for some time," he said.
The Sir Neville Howse memorial will be relocated to another area in the park to make way for the toilet, while the Boer War memorial will be unaffected.
