Councillor Scott Munro put forward a motion to have staff help Lachlan Valley Rail apply for government grants for restoration and development projects.
Councillor Kevin Duffy asked to expand it to include money in the budget to help them fund those projects, but only the in-kind support succeeded.
A second dwelling on a large block in Don Peters Place in Clifton Grove passed with no discussion.
The full $13,400 in event funding for the Apple Festival, Rainbow Festival and the Wangarang Charity Golf Challenge was released, but deputy mayor Sam Romano felt it would be better spent on drought relief.
The council is due to meet next in February.
