In accepting his trophy from SCT's Financial Controller Bill Wakim, Payne stated that he was honoured to once again regain the title which he first won back in 1995.
Payne finished with a 109 across 27 holes, hitting 76 in his first 18 and 33 off the back nine.
The Duntryleague master praised the Parkes course for challenging him and the rest of the field, labelling the greens the "most difficult" he's played on in the Central West.
He also said the open was one of the best-run tournaments in the region, and said the success was attributed to work putting by the organising committee, while also thanking sponsors.
Betland claimed second place after he survived a countback ahead of defending titleholder Peter Kirwan of Cowra and reigning Parkes Club Champion Mitch McGlashan, while another Parkes golfer Aaron Wilkie finished a further two shots away in fifth place.
Payne also claimed victory in the Veterans Division with his 76 enough to win the 18 Hole Scratch for the Keith Clark Memorial Trophy which was presented by the Asquith Golf Club's Derek Scaife, while in the Handicap section for the Ken Keith OAM trophy saw Dubbo's Bruce Simpson as the victor with a fine 69 nett.
