NRMA spokeswoman Rebecca Page said Orange was currently enjoying cheaper prices than Sydney with the price of unleaded fuel down to 129.4 cents a litre at several sites.
Ms Page said the price cuts were being driven by the introduction of independent petrol stations into the city.
"If you're running on empty, or you've got half a tank, fill up now," she said.
"You don't know when they are going to go back up again.
"When the prices are high they stay high for a long time. When they are low, they don't stay low.
"Retailers can charge whatever they like."
Ms Page said usually Orange and other regional cities were a couple of weeks behind Sydney in the fuel price cycle.
However, currently Orange was ahead, or at worst on par, with Sydney.
"This is excellent news for Orange motorists," she said.
Ms Page said it appeared the opening of the independent United fuel station in Peisley Street a month ago was making the larger companies compete on price.
The United station offered prices of up to 25 cents a litre cheaper than most of the competition for the first two weeks.
As of Tuesday it was still among the cheapest in Orange for unleaded fuel.
The NRMA Weekly Petrol Report released on Tuesday showed the cheapest regular unleaded petrol in NSW was in Orange at an average price of 131.0 cents per litre.
It was 1.4 cents a litre cheaper than Sydney (132.4) and well ahead of the next cheapest regional areas of Albury (134.3), Nowra (135.2) and Goulburn (136.4).
It was also six cents a litre cheaper than Bathurst (137.0) on average and far cheaper than Dubbo's average of 144.9 cents a litre.
