Mr Byrnes will come from Parkes Shire Council where he previously served as chief operating officer.
He has spent 31 years in the public sector, 20 of them in senior management positions.
He said in a statement he enjoyed working with his community in a personal way.
"I believe that to be leaders in local government, it is important not to sit in your office and wait for the community to come to you," he said.
Mr Byrnes said economic development would be a focus area, along with workplace change and staff safety.
"Cabonne ... is ideally placed to leverage off its agricultural base and increase farmers' access to markets and, more importantly, their share of the benefits," he said.
Mayor Kevin Beatty welcomed Mr Byrnes to Cabonne.
"Brad was appointed after an extensive recruitment and selection process, and the council is excited about the contribution he will make," he said.
