About 250 sites, including properties Mena, Ammerdown and the Bowen Terrace units, are already on the list after the last review in 2012.
Mayor Reg Kidd said public meetings would be held in May where people could identify locations they deemed to be significant.
He said they would also look at expanding Orange's heritage conservation areas and provide protection for historically-important items and properties.
"Sometimes homes owners may get a little nervous if their home is included on the register," he said.
"But it also comes with the opportunity to apply for funding to help upgrade and maintain heritage elements."
Free professional advice is also available.
"Home owners won't be compelled into undertaking onerous restoration programs, but if they want to renovate being on the register opens the doors for a range of services and grants to help," he said.
