The Shooters on Tuesday confirmed teacher Mark Banasiak had secured the number one spot on the party's upper house ticket for the March 23 poll.
Mr Brown has represented the Shooters in the NSW Legislative Council since 2006.
"The party wishes to honour and thank Robert Brown for his long and able service to the party and wishes him all the best in his retirement," a party spokesman said in a statement.
The party also announced ex-police officer Brett Cooke - who's the chief of staff to Orange MP Philip Donato - was second on the ticket.
The Shooters has never won a second upper house seat in a NSW election.
