This would make it possible for easy wheelchair access like the old hospital had.
With a little excavation there could also be extra parking under the building.
The parking in the middle of Dalton Street could be reactivated, giving parking to visitors.
Dalton Street is not used for through traffic as Prince Street is, thus avoiding traffic problems.

The other half of the site could have say three three-storey units with parking constructed on the area, with some open green space.
These could be used by the NSW Department of Primary Industries staff, which would reduce the need for staff parking.
This would make it easy to recruit staff – where else could you find work within minutes of where you live?
