Builder Ivan Zhang has submitted a development application [DA] for the proposal in Lily Place.
It is on the opposite side of Hill Street from the gardens, 40 metres away at its closest point.
Mr Zhang said he owned the 5271 square metre site.
“I am the property developer,” he said.
Mr Zhang said he proposed to sell the houses individually.
The DA states the 15 houses will be single-storey, two-bedroom buildings with attached single garages and separate private outdoor areas.
Two of them will be semi-detached duplexes.
The houses range in size from 83.7 square metres to 117.6 square metres.
The DA states the land is suitable for the proposed use.
“The subject land is vacant, there are no trees on the site,” it states.
“Separate vehicular access will be provided for dwellings at the site frontage, shared vehicular access will be provided for dwellings internal to the site.”
There would be a total of 21 parking spaces included a single-car garage for each of the 15 properties plus dedicated visitor spaces.
It is proposed the work would be done in five stages which would include subdividing the land into individual lots.
The first stage would involve the construction of the first seven houses with construction of houses 8-15 in stage four.
The application is currently on public display at the Orange City Council offices.
Public submissions on the housing DA need to be received by council by 5pm this Friday.
