To bring waste diversion from landfill to 70 per cent by 2021, $30,000 a year will be spent on education programs to help residents maximise the use of their green and yellow bins.
Councillor Jeff Whitton welcomed the outcome.
"I congratulate all parties for getting to a compromise because out of all the years being on council, this has been the one where people grab you in the street and want to talk about it," he said.
However, control could be taken out of the council's hands in five years' time if the target is not reached and the state government requires the goal to be met - a provision will be made allowing the council to renegotiate should it occur.
Mayor John Davis said the council needed to be financially responsible.
"If we have to break the contract, it could cost a lot of money and this would give us a bit of leeway," he said.
