The man had been detained at the Bloomfield campus of the Orange Health Service since his arrest several hours after the incident.
Following his release from the Lachlan Building, which treats patients with acute mental health issues, he declined to be interviewed by police.
Yesterday afternoon police charged him with three counts of malicious damage by fire and two counts of using a weapon to avoid apprehension.
The first weapon charge relates to the use of a sword at around 1.50am on October 16, while the second charge relates to the use of a plastic pistol at 7am.
He was given conditional bail to appear in Orange Local Court on March 27, 2014.
