The proposed pharmacy at Quinn’s Arcade would covert all the current shops into space for one store and would transform the 152 square metre centre walkway into retail space.
The applicant has threatened to abandon the venture if they are forced to pay the fees, which are more than half the amount they proposed to spend on the $156,750 development.
The applicant told council that further monetary contribution would be unreasonable, as other applicants in the Orange CBD had been given exemptions to car parking contributions.
Councillors will vote on the development application at Tuesday night’s sustainable development committee meeting.
