Police were carrying out speed checks on Ricketty Street in Mascot when they say they spotted the 43-year-old man driving at 97km/h in a 60km/h zone.
They pulled over the man's Ford Territory to find a woman and five children aged under 16 were also in the car.
Police allege the man tested positive to a roadside breath test, with an alleged blood alcohol reading of 0.150 - three times the legal limit.
He was charged with speeding and high-range drink-driving and ordered to face court on February 1.
Police said Family and Community Services have been notified.
On Sunday morning, a 33-year-old woman with a cancelled licence allegedly recorded a blood alcohol reading of 0.281, almost six times the legal limit, in the Southern Highlands.
Police said the woman's four-wheel drive was seen swerving across her lane multiple times on Moss Vale Road, near Bowral, about 4am.
