Jets Swim Club and City of Orange Swim Club must share the eight-lane indoor pool with a private operator, where each is allocated a third of available lanes.
But a Jets spokesperson said the swimming clubs were suffering from lack of space for their large numbers of swimmers, while other hired lanes had just a few swimmers doing laps.
"We can't provide for our bursting numbers. As a result of not being able to train in Orange, we've had to send some numbers to Blayney to train in the pool there ... Jets cannot expand," the spokesperson, who declined to be named, said.
"What I'd prefer to see is swim clubs get priority of lane hire over private operators."
Under council policy, half the pool must be available for casual swimmers coming through the door.
In a statement, City of Orange Swim Club outgoing president Fiona Tyrie said lane allocation was an ongoing challenge for all clubs using the centre.
“We are trying to obtain adequate lane space to meet the numbers in our club. The City of Orange Swim Club will continue to work with council to provide an equitable lane allocation for our 150 members along with the Jets swim club and public users of the pool," Ms Tyrie said.
Council corporate and community relations manager Nick Redmond said there needed to be a balance between clubs and other users as the popularity of the public facility increased.
"The pool’s management team is going to face some challenges as they manage this tight competition for space," he said.
"[The lane availability] policy is currently being reviewed and in due course the council will be looking at introducing some more flexibility which could let the available lane time be shared in better ways.
“Pool management have begun the process of consulting with the user groups to keep them in touch and seek their views."
