The 53-year-old woman used the emergency phone in the lift to call for help at around 8.47 am.
Canobolas Local Area Command duty officer Bruce Grassick said the lift was stuck halfway between the ground floor and first floor of the building.
Inspector Grassick said police worked with NSW Fire and Rescue officers to access the lift from above and release the woman who was from Queensland and had been visiting Orange for business.
“She was fine and didn’t require any medical treatment,” Inspector Grassick said.
Orange City Council spokesperson Nick Redmond said a subcontractor working for Zauner was doing some excavation work at the Orange Regional Museum site, on the corner of Byng and Peisley Streets, when he hit an underground power line with a jack hammer.
Mr Redmond said the man was taken to Orange hospital for monitoring and tests.
“WorkCover and the contractor are investigating the incident,” he said.
Mr Redmond said work on the site resumed yesterday afternoon.
“Essential Energy were on the scene quickly and were able to bypass the break,” Mr Redmond said
Essential Energy’s manager for the southern eastern region Phillip Green confirmed around 145 customers in Orange were left without power yesterday.
“The power supply to customers in Summer, Peisley and McNamara streets was interrupted at about 8.30am,” Mr Green said.
“Essential Energy crews from the Orange Depot responded immediately to isolate and secure the location and ensure the safety of the area.
“Crews then began the process of reconfiguring the electricity network to re-direct the power supply and progressively restore power to customers, with all customers restored by 10am.”
