The application for the venue at 302 Summer Street, three doors down from the Hotel Orange, listed its Thursday-to-Saturday trading hours as 10am to 3am.
If approved, it would include a commercial kitchen, kebab and pizza ovens, five tables and seating for 15 to 20 people.
While the applicant has not yet applied for a liquor licence, Canobolas Local Area Command licensing co-ordinator Benjamin Hill raised concerns about the trading hours because a high concentration of alcohol-related assaults occurred in the area between October 2013 and September 2014, the vast majority after midnight.
In a report to Orange councillors, to be considered tonight, staff recommended hours be limited to 12am.
“Orange has a high percentage of alcohol-related crime committed in the CBD by people who are deemed to be well to seriously affected by alcohol,” Senior Constable Hill’s submission to the council said.
“The main strategy for reducing alcohol-related crime in Orange is the removal of patrons from the CBD quickly and efficiently.
“Allowing a late-night food outlet to operate in the immediate vicinity of two late-trading licensed venues will encourage people to congregate within the CBD.”
Senior Constable Hill noted both current late-night venues had imposed 1.30am lockouts and neither used glass after midnight.
The submission said if a 3am close were to be approved, conditions should include employing a uniformed security officer, installing a CCTV system and fixing furniture to the floor to prevent it being used as a weapon.
