Mr Brown was critically injured after he was allegedly hit by Karl Sibley outside a Honeyman Drive party last weekend.
"We can only hope that our judicial system can recognise the depth of the injury suffered by our son and produce a result which prevents another tragedy happening again," a statement released by Orange City Council said on behalf of Sue and Steve Brown.
The family also thanked people for the "many messages of support and love we have received regarding our special and much loved son Tom following the incident on Saturday night".
The couple said Tom was receiving "the best care you could imagine" at Westmead Hospital.
"The staff of ICU are magnificent, as have been all the medical staff who have been involved in Tom's care from the beginning," the statement said.
"The Orange Police have also been superb, and we thank them for their efforts to investigate the incident and bring the facts of what happened to the courts.
"We would also ask that our privacy be respected during this difficult time."
Mrs Brown is the leader of the Orange City Council’s Customer Service team.
