Orange City Council installed the refuge and turning lane to make the area safer for pedestrians, but according to staff at nearby businesses the changes have only caused more traffic chaos.
Orange Taxis chairman Darryl Curran said the refuge was a waste of time and money as it had caused more congestion and was not being used by pedestrians.
"Yesterday it was banked up with 10 or 15 cars just because one lady was trying to park," he said.
HobbySew owner Partricia Coles agreed and said the refugee had achieved nothing.
"I think I've seen two people use [the refuge] since it's been put in," she said.
