This figure brings the overall count of positive infections in the city to 96 cases since the virus resurfaced earlier this month on December 2.
Including the city's 11, Western NSW Local Health District released a total of 20 cases across the district, with the remaining cases again spread out across the region.
The 11 cases in Orange are joined by reports of three cases in the Mid-western LGA (two in Mudgee, and one in Gulgong), another three cases in the Cabonne LGA (one case reported with a Molong address), two Dubbo LGA cases, and a single infection in Parkes.
A list of testing clinics are available on the Western NSW Local Health District website at https://wnswlhd.health.nsw.gov.au/covid-19-information#popup-testing-clinics
In an announcement from Orange City Council, the Yarrawong Preschool and Early Child Care Centre will remain closed today, December 20.
The decision from council follows the report of a positive case at the centre last week on Tuesday, December 14, to allow for processing time around close contact tracing, and to ensure the safety of both staff and children.
Residents of Gossling Creek's Aged Care Facility in Orange remain under lockdown conditions, restricted to rooms until the facility's management is given clearance by the local public health unit.
Despite the statewide figure breaking regular case records, NSW premier Dominic Perrottet advised that mask mandates (among other restrictions) wouldn't be reintroduced; that these agenda items boiled down to "personal responsibility".
"As we're heading into this Christmas period ... there's no doubt shopping centres will be busier, we just say please take personal responsibility," Mr Perrottet said.
Chief Health Officer Dr Kerry Chant's professional health advice was at odds with the government's decision, stressing the importance when it comes to the use of ongoing mask use.
"Because we're asking people to take personal responsibility, that's a matter for government in setting those mandates," Dr Chant said.
"And all I'm saying - from a public health decision - is I'm strongly recommending we keep masks."
Statewide, NSW has recorded 2,501 new locally acquired COVID-19 cases in the 24-hour reporting period to 8pm on Sunday.
This figure surpasses the prior report by an additional 471 infections, overtaking the record to claim the state's highest number of daily cases during the pandemic to date.
There are 261 hospital cases receiving treatment for the virus and 33 cases in ICU. The hospital figure increases by 15 per cent in 24-hours. No deaths were recorded for this latest reporting period.
The first dose figure is at 94.9 per cent, with 93.4 per cent of adults 16+ fully vaccinated.
Figures for people aged 12-15 are at 81.5 per cent for one dose of a COVID-19 vaccine received and 78.1 per cent of people aged 12-15 have received two doses.
Testing figures are at 144,386 in the last 24-hour period to 8pm.
