Despite the election being staged on December 4, Orange voters are still waiting for confirmation on a number of positions on the 12-person council, including mayor.

Cr Mileto, who has been engaged in a battle with fellow councillor Jason Hamling for the leadership chair, said he had been bombarded with frustrated residents keen to know the result.

"I think the whole process needs to be reviewed," Cr Mileto said.

He said registering as a candidate, the ivote system crashing on election day and the ballot papers themselves seemed to cause more confusion and queried the Electoral Commission's handling of its staff training.

Despite polling taking place on December 4, postal votes didn't close until 6pm last night, almost two weeks later.

Check counting has continued in that time with the distribution of preferences to start on Monday. The election will be officially declared on Wednesday around noon.

On Friday, Cr Jason Hamling still held an advantage over Cr Mileto in the race to be mayor, Cr Hamling amassing 5086 votes (20.89 per cent), compared to Cr Mileto on 4709 (19.34 per cent).

"I'm still cautiously optimistic," Cr Mileto said.

Meanwhile, preferences will decide the last few positions on the 11 person council. Apart from Crs Mileto and Hamling, incumbents Jeff Whitton and Kevin Duffy have retained their seats. Newcomers include Melanie McDonell, Dr Steve Peterson, Greens candidate Dr David Mallard and Shooters Fishers and Farmers candidate Glenn Floyd.

Interestingly, the SFFs had scored 2632 ticket votes at last update yesterday while Mr Floyd had 60.

Meanwhile, Amanda Spalding said she had no regrets after she split with the Orange Ratepayers Group ticket and run below the line. Ms Spalding, who was also unsuccessful in her title at mayor, scored 359 primary votes while the Ratepayers Group will rely on preferences to get lead candidate Frances Kinghorne through.

"I don't think it would have been any different, it's probably neither here nor there really," Ms Spalding said about the split. "I really did want to say thankyou to people who supported me."
