Just over one third of Orange's expected 30,109 votes were counted to 10.30pm on Saturday night with counting to resume on Monday.
According to the ABC's election expert Antony Green newcomers Ms McDonell, Dr Steve Peterson, Shooters, Fishers and Farmers candidate Glenn Floyd and Greens Dr David Mallard have secured four of the 11 positions.
Tony Mileto and Kevin Duffy have maintained their seats as has Jason Hamling although Cr Hamling is the frontrunner in the mayoral count and if successful, as expected, his above-the-line votes will flow to second on his ticket, Tammy Greenhalgh, while number three Sarah McGregor could also be pulled through.
Cr Mileto's number two candidate Jack Evans is also tipped to to be elected.
The councillor seeking reelection, Jeff Whitton, is just under the projected quota.
Dr Peterson said he was humbled by his election.
"Being quadriplegic puts to bed the fallacy of complete self-reliance. We all need help from other people, I perhaps in more obvious ways," he said.
"I will need help as a councillor also. I will rely on the knowledge, experience and ideas of anyone reading this if I am to be your best representative possible. Thankyou and please help me be a good councillor."
None of the five candidates who ran ungrouped are expected to be elected with the combined total of Lesley Smith, Scott Munro, Josh Girle-Bennett, Amanda Spalding and Geoff Naughton making up 4.4 per cent of early counting.
The forecasts are based on candidates achieving a projected quota of the vote.
The quota is derived from the total number of votes divided by the number of positions on council, plus one vote. Based on enrolled voters, the quota figure is around 2740 votes but will change once the final vote tally is determined.
