The pair will form the balance of Cr Tony Mileto's independent ticket, which also includes Bernadette Allen, Cindy Murphy and Allecia Ward.
Mr Mileto said at 24, Mr Evans "was a quality young man who is passionate about the community".
"As the head of a ticket, I wanted to include a broad range of candidates who not only understand what our community expectations and values are, but also candidates who have a thorough understanding of the business and financial sectors," he said.
Mr Evans said he represented a different demographic to the current council.
"Being younger I won't have as much experience but I have the ability to listen and learn and be more open than people who have been there for some time," he said.
"I don't have that inherent bias."
Mr Evans studied history and politics at the University of Wollongong, returning to Orange in 2018 to work in the family business, the fourth generation to do so.
"He is passionate about our community and in his role has been able to identify local business issues and opportunities and bring them to light with the relevant party," Mr Mileto said.
Mr Evans is a founding member of the group Orange First and in 2019 joined Orange City Council Council's Employment and Economic Development Committee.
Mr Evans identified water security, sustainable growth and affordable housing as campaign issues and is also keen to encourage the development of commercial amenities to support the growing population and economy in a way that is considerate of existing business.
A retiree, Mr Hattersley worked as a director of an investment advisory firm, having relocated to Orange with his family in 1985, Mr Mileto said.
Prior to moving to Orange, Mr Hattersley was involved with a number of community organisations, he was a former president of The Shore Foundation and the Royal Sydney Golf Club.
The Hattersley family were also involved with the Orange wine industry establishing the Union Bank Wine Bar.
He served on the Charles Sturt University Council from 2007-2015 and chaired the University's Investment Committee from 2012-2015.
He is currently the chairman of community radio station FM 107.5 and is deputy chair of the Central West Women's Forum.
Mr Mileto, who is also running for mayor, is yet to decide on the order of his ticket.
Nominations for the local government elections will close at midday on November 3.
