The only councillor not to make a start on an online Code of Conduct compliance course offered in 2019, Cr Munro said he did not feel it was necessary.
Under the NSW Office of Local Government's Councillor Induction And Professional Development Guidelines (2018), councillors are encouraged to take up the training.

"It's good manners, it's how people approach you and you approach people," Cr Munro said.
"It's about how measured you are as a person and how you conduct yourself. If you treat people with disrespect you'll get it back."
Cr Glenn Taylor is yet to complete the course but has started it.
Councillors' engagement with their duties was noted at this week's Orange City Council meeting following the tabling of a report outlining their attendance since taking office on September 26, 2017.
Up until and including the meeting on October 5 this year, Council has sat 100 times (including extraordinary meetings) with Mayor Reg Kidd and Cr Stephen Nugent missing just one meeting each.
Crs Tony Mileto and Kevin Duffy have each attended 94 meetings while Jo McRae, who resigned in August this year, had attended 93.
Cr Russell Turner (91), Glenn Taylor and Scott Munro (89), Jeff Whitton (87), Jason Hamling (86) and Sam Romano (81) complete the list.
The councillor attendance, training and compliance information was compiled following a resolution from the October 22, 2019, for the information to be provided at the end of the council term inline with a policy of representative, responsible and accountable community governance.
When it comes to the community committees, generally councillors get a tick for attendance.
Cr Reg Kidd chaired Culture Heritage, attending all 11 meetings, Parks Trees and Waterways (six from nine), Orange Showground (three from six), and Orange Regional Museum (four from six meetings). He was also on Health Liaison (nine from 11).
Cr Tony Mileto chaired Economic Development, missing five of 33 meetings, Lucknow Community (9 out of 9) and Spring Hill Community (12 or 13)
Cr Duffy was chair of the Ageing and Access committee, attending 11 out of 14 meetings, Tidy Towns (five out of six meetings), and the Orange Conservatorium and Planetarium committee (two from two). He also attended all five Orange and Cabonne Road Safety meetings.
Cr Nugent chaired the Companion Animals committee, attending all eight meetings and Environmental Sustainability, missing just one of 18 meetings.
Community Safety and Crime Committee chair Jason Hamling attended 11 or 13 and seven of eight Sport and Recreation committee meetings which he also chaired.
Cr Sam Roman chaired the airport committee but missed six of the nine meetings, however Cr Mileto attended nine from nine.
Chair of the traffic committee Russell Turner attended 33 or 44 meetings.
Council's final meeting will be on November 2 before it goes into caretaker mode before the December 4 election.
