Work on the upgrade began in August.
The toilet block is an important facility that services people attending the library and the Orange Regional Gallery as well people attending events in the southcourt area of the Civic Centre.
The work will more than double the size of the facility.
Previously there were two male and two female toilets.
The upgrade includes the installation of an accessible bathroom.
The project is on-track to be completed by early November.
In the meantime, there are toilets in the Civic Centre, which is open during business hours.
There are also public toilets across Byng Street in Robertson Park which were opened in June last year.
