The man had 'significant underlying issues' and had only received one dose of the vaccine.

Western NSW Local Health District chief executive officer Scott McLachlan said the death is a 'stark reminder' of how serious the virus is.

"Our thoughts and condolences go to the mans friends and family," Mr McLachlan said.

Case numbers across the Western NSW Local Health District have yet again dropped, with only eight additional cases reported across the region in the 24 hours to 8pm Monday.

Of the eight cases, one is located in Dubbo which is known to not have been infectious in the community.

Wellington has reported four new COVID-19 cases, with another two reported in Narromine and one in Cowra.

On a positive note, the COVID-19 outbreak at St Mary's Villa aged care facility in Dubbo has officially been cleared with the last patient having made an official recovery.

Of concern is a decrease in testing rates seen over the October long weekend.

"Testing numbers over the long weekend fell to nearly a record low."

"There is a real concern at the moment with a decrease in the numbers of cases being identified."

Mr McLachlan said there are still currently more than 300 people being cared for in the Community Care Program across the district who are 'very sick'.

"We still can't relax with COVID knowing how infectious this delta strain is and how it attacks people's health," Mr McLachlan said.

"Testing is going to be imperative in coming weeks and days, so can I please encourage everyone to come and get tested no matter how mild of symptoms you may have."

Mr McLachlan is also reminding residents of how similar COVID-19 symptoms can be to those of hay fever.
