While the vast majority abided by mask rules and checked in using QR codes, there was a "a lot of concerning behaviour" in terms of the sheer number of people out and about, Western NSW Local Health District chief executive Scott McLachlan said.
Until most of the community had received both jabs of a COVID vaccine, the virus would remain a real risk, he said.
"We saw over the weekend a number of communities that have been released from lockdown and stay-at-home orders where there were people just out everywhere on the street, in pubs, clubs, restaurants and everywhere," he said.
"I've gotta say, it was just a really worrying sign - the number of people coming out to venues.
"This is a real time for caution... We know that COVID can be on our doorstep any second. Don't be complacent.
"Still be very vigilant. Don't be relaxed about this just because you've been released from stay-at-home orders. It doesn't mean that there's no risk of COVID in a lot of our communities."
As of September 19, 51.7 per cent of Orange residents (aged 15 and over) have been double vaccinated - with that number expected to jump at least 10 percent this week with the return of the DPI building's pop-up vaccine hub to administer second Pfizer doses.
While 90.1 per cent of the city has received their first vaccine.
Mr McLachlan's call for vigilance came the same day that one new COVID case was recorded for Cabonne and two were identified in Blayney.
Across the Western NSW Local Health District, there were 24 new cases.
