The report forms part of a new development application for the construction of stadiums and sports facilities at Bloomfield.
It said the name would tie in with the history of the Gnoo Blas racing circuit which surrounded the park where the famous racing driver competed before going on to win three world championships.
People know Jack Brabham Park, it is quite significant
- Cr Reg Kidd, Orange mayor
"Consideration should be given to naming the regional sporting precinct after Sir Jack Brabham," it said.
The proposal was supported by Orange City Council's sport and recreation policy committee chair Cr Jason Hamling.
"I don't mind it," he said.
"It would just be a continuation of Sir Jack Brabham Park.
"It has been referred to as the Bloomfield sports precinct but maybe it should have been called Sir Jack Brabham sports precinct [from the start]."
Cr Hamling said it was too early to select a name for the precinct as there was much work to be done before it came to fruition.
"It's something we'll have to discuss," he said.
Cr Hamling said he was pleased to see the project proceed to the next stage with the latest development application going on public exhibition this week.
It will be on exhibition until October 13.
Orange mayor Cr Reg Kidd also supported the name idea. "It's a planner's idea at this stage," he said.
"I don't have a problem with it if it's called the Jack Brabham sporting precinct or complex. People know Jack Brabham Park, it is quite significant," Cr Kidd said.
The heritage report also said replacing the former golf course with the sports precinct would reinstate a border between the sports areas and the Bloomfield Hospital heritage area.
"A key benefit of the proposed sporting precinct is that it will reinstate the clear separation of Bloomfield Hospital from the area to the north of the hospital, thus enhancing the integrity of the original extent of Bloomfield Hospital and the ability to interpret the heritage values of the hospital," it said.
"It will also enhance the heritage values of Sir Jack Brabham Park/Gnoo Blas as it reinstates the unified area present when the Gnoo Blas racing circuit was operational.
"The proposal will also reinstate the cleared area of the Orange aerodrome and the new sporting precinct will encompass the whole of the area of the former aerodrome, thereby making clearer an important layer of the history of the site."
And it said sports ground signage should not be visible from the Bloomfield heritage area.
