A council statement said a new traffic study, which has not yet been made public, showed there were sufficient car parks and capacity on the roads to cope.
It said designs for the $25 million precinct included five new car parks with 1019 parking spaces and a bus drop-off zone at the football stadium.

It said the study estimated 716 cars would use the car parks when all eight fields were in use on a typical Saturday.
The traffic study will form part of a future development application to go to the council for the work.
The statement said the DA recommended a special event traffic management plan would be needed when hosting one-off major sporting events.
Work has already begun on the first stage of the project to remove about 200 trees to make way for the infrastructure on the former golf course site.
Mayor Reg Kidd said the study had been completed by traffic experts.
"It was expected that an important community facility attracting hundreds of families every weekend would have an impact on local traffic," he said.
"I'm pleased to see the facts are on the table, which show local roads have the capacity to deal with the extra cars."
Council's Sport and Recreation Committee chair, Cr Jason Hamling, said the DA, including the traffic study, would go on exhibition for 28 days and public submissions could be made.
The work will need approval from the NSW Heritage Council and the Western Regional Planning Panel.
