Announcing the news on Monday, chief executive of Western NSW Local Health District Scott McLachlan said the woman in her 70s was from Enngonia, died in Dubbo Hospital and was unvaccinated.

"Our sincere thoughts and sympathies go out to the family, friends and broader community," he said.

"We know this is an incredibly tight-knit community. A tragic day in Western NSW that's seen the second death in our region.

"There's never been a more important time to look for vaccinations opportunities. We know that the vast majority of people both in out care in the community program that have currently got COVID, or who are in our hospitals are unvaccinated.

"This is a sombre reminder of the outcomes that can happen when people get COVID when they're not vaccinated and they sadly deteriorate very quickly with this virus."

Late last month, an unvaccinated man in his 50s who died at Dubbo hospital became Australia's first Indigenous victim of the disease with an outbreak spreading in western NSW.

Mr McLachlan added that it is important for all members of the region to get vaccinated.

"We know that COVID is attacking people's bodies in different ways and unfortunately for this Aboriginal woman who was in her 70s, she wasn't vaccinated," he added.

"So it's a timely warning for all of us that vaccinations will save lives."

Also speaking on Monday, Assistant Commissioner Geoff McKechnie of NSW Police provided an update on the woman who travelled from Dubbo to Orange by bus while knowingly COVID-positive.

"We issued her an infringement notice for travelling down from Dubbo," he said.

"It's a complex matter in many ways and I understand that person is now back in Dubbo in some appropriate accommodation and being cared for by a number of agencies here in town."

The amount of the fine was $1000.
