On Tuesday night Orange City Council will consider its own development application to turn the site, on both sides of the street, into 13 industrial lots.
The work will include earthworks, tree removal, road construction and retention of part of a covered walkway from the saleyards for historic interpretation.
A staff report to council said the Elgas plant had to close and all equipment moved to allow the site to be cleared for flood prevention purposes.
"[The site] is currently occupied by Elgas as a gas distribution depot with large active gas storage tanks and office/depot facilities," it said.
"This operation is to cease as a result of the proposed works, with Elgas to remove all infrastructure and carry out remediation works."
It said the saleyards closed in about 2008.
"The site was used for holding and sales of livestock and included sheep and cattle yards, holding grazing yards, sheep shower and sheep plunge dip.
"A covered walkway approximately 52.5 metres long x 4.2 metres wide remains on the site as a remnant of the previous landuse.
"The site is currently subject to approximately 27,000 tonnes of stockpiling of soil, sand, concrete, road excavations and waste from various sources."
A separate report to council has recommended tree removal.
"There is little to no tree canopy worthy of retention. The site is bounded on the west (railway side) with radiata pine trees that have served their usefulness, scattered across the site are a mixture of ash, maple and two eucalyptus trees," it said.
Under the plans for 13 industrial sites, two lots would be created on the eastern side of Edward Street and two backing onto the Southern Feeder Road,
A new street would be created connecting Edward Street and McNeilly Avnue.
Six lots would be placed in the middle of that site with the remaining three backing onto the railway line.
"The proposed subdivision to facilitate industrial development on the land is an appropriate reuse of the former saleyards site," it said.
"The recent construction of the Southern Feeder Road and extension of Edward Street has significantly improved access to the site."
